There are two legit nationwide, including Canada, companies that will do it.
JunkMyCar and BuyMyWreck.
Yes they are legit as long as you get the right one. I donated a car with no paperwork, and they came out and towed it away. I did get a tax write off for it as well…
some places when they say no paper work is ok mean that the car is in your name but you lost the title
