If it’s parked on the street you can call the local PD on the non emergency line and report it abandoned. The police will then tow it to an impound lot.
If it’s parked on his property, not much you can do.

There is no tax effect, no deduction for donating a car to an individual. If a car is donated to a 501(c)3 charitable organization, there might or might not be a tax benefit, but even then the tax benefit would almost always be only a small % of what he could get from selling the car.

No, you can not give some one a gift and take it off your taxes. As a matter of fact if the gift is worth over 13K he has to file a gift tax return.

Your dad probably cannot legally junk your car, but if it is his garage, he can remove it and park it on the street. The city, or whoever had jurisdiction, can tow it, and eventually sell it for storage fee. Best alternative, store it somewhere else
